The Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 aims to bolster the U.S. semiconductor industry, support national and economic security, and strengthen the domestic supply chain. To these ends, the CHIPS Program Office reviews applications and proposals for funding under the CHIPS Act for the involvement of "foreign entities of concern" among several other evaluation criteria.

At UVA, new sponsors are submitted to the OVPR Info Team for vetting before inclusion in the sponsor database. If an evaluation is inconclusive, the Office of Research Security conducts additional review to determine whether the sponsor can be added.

ResearchUVA (RUVA) received an update on March 6 that added a warning if a flagged entity is added to a proposal, agreement, award, or modification.

Does anything change to request a new entity or sponsor? 

No, you should continue to email your request to add a new entity or sponsor to osp-infoteam@virginia.edu. Proposals and agreements will be held until the entity is vetted and added to the system. If ORS identifies any potential risk, they may contact you. 

What should you do if you receive the warning? 

If the warning is triggered, you should submit an Ancillary Review that will route the project record to ORS for evaluation. See below for the current procedure.  

Submitting an Ancillary Review

  1. Create an Ancillary Review
  2. Choose "Foreign Influence (Research Security)" as the organization
  3. Choose "Other" for the review type
  4. Mark "Yes" for response required
  5. Add a comment about the warning message
  6. Click "OK" or "OK Add Another" as appropriate

Note: The required Ancillary Review must be complete before the Funding Proposal, Award, or Agreement record is finalized.
